Step 1 and 2. Will you focus on inward or outward facing areas? Depending on your focus, the participatory democracy method that chose will vary.
Step 3: Establish an Action Plan. If you are chosing to empower citizens through participation, and thus will likely be working with a methods that favours empowerment, the implementation of the later will be the focus of your action plan. If consultation is the overall aim with citizen participation, this is likely to only representate an activity within your action plan.
Step 4. Form your project and steering groups. Again, theses teams should be composed based on your overall goal with citizen participation: consultation or empowerment. Depending on this diffrent teams will need to be composed.
